Description

The Los Angeles Department of Water and Power’s Comprehensive Affordable Multifamily Retrofits (CAMR) Program is redefining how utilities support equitable building decarbonization. Designed specifically for low-income multifamily housing and properties located in disadvantaged communities (DAC), CAMR integrates whole-building energy efficiency, electrification, and performance-based incentives into a single, community-centered delivery model. This case study presentation will walk participants through CAMR’s program design, partnership structure, and real-world project outcomes. CAMR provides no-cost technical assistance, robust rebates, and tenant-focused protections that ensure retrofit benefits reach residents through lower utility bills, healthier indoor environments, and improved building reliability. The session will highlight how CAMR aligns climate goals with housing equity by preserving affordability, reducing greenhouse gas emissions, and prioritizing historically underserved communities. Participants will learn how LADWP coordinates with implementers, housing providers, and government partners to leverage multiple funding streams and scale impact. This case study offers a practical, replicable roadmap for utilities, housing agencies, and local governments seeking to unify climate action with equity and affordability.
