Abigail Kubota is a Policy Associate at Rising Sun Center for Opportunity and has worked since 2023 to advance workforce equity and residential decarbonization across the Bay Area. In her role, she co-facilitates the Bay Area Residential Decarbonization High Road Training Partnership — coordinating across 22+ partners and multiple working groups to embed High Road labor standards into publicly funded decarbonization programs region-wide. She also conducts policy research, tracks legislative and regulatory developments, and collaborates with local government agencies to ensure that clean energy programs create quality jobs for those most impacted by climate change. Abigail holds a Master's in Sustainability with a concentration in Community Development and Environmental Justice from Tufts University, and a Bachelor's in Sustainability from San Diego State University.
