Jessica Sutorus is the Environmental Conservation Supervisor for the City of Colton Electric Utility since 2013 but before that worked 11 years as a public service employee for San Bernardino County. She oversees the work of staff responsible for energy efficiency and supervises the development and implementation of new environmental programs. Ms. Sutorus is most proud of the portfolio expansion of public benefit programs that did not exist before she arrived to the City of Colton. The utility has programs that support residential, commercial and industrial customers to reduce their demand and increase their energy efficiency. She developed the City’s EV program and advanced clean fleet purchasing of the City’s fleet before the CARB regulation existed. She represents Colton Electric Utility on the Public Benefits and the Electric Vehicle working groups at the Southern California Public Power Authority (SCPPA). Ms. Sutorus has successfully secured millions of dollars in State and Federal grants related to EV (electric vehicle) infrastructure expansion, greenhouse gas reduction, Urban Forestry Management Planning, DTSC remediation, and Green construction infrastructure over her career. Jessica has worked in public service for over 22 years and is a member of the Association of Women in Water Energy and the Environment (AWWEE), APPA (American Public Power Authority), CMUA (California Municipal Utilities Association) and the Association of Energy Engineers, and Inland Southern California Climate Collaborative (ISC3) founding Member, and currently holds the position of Vice Chair of the California Municipal Utilities Association (CMUA) Regulatory Committee and former City of Highland Planning Commissioner.
