Mr. Keith Hoey is a Professional Engineer with more than 25 years of experience in the civil engineering field, mainly in the public sector, after obtaining a bachelor’s degree at UC Irvine. He has worked at various Public Works agencies including Los Angeles and Contra Costa Counties and the cities of Stanton, Downey, and now Long Beach where he is currently the City Engineer overseeing pavement, floodplain, traffic engineering, and stormwater, bridge, and sidewalk infrastructure. Keith helped Long Beach develop its current 5-year Capital Improvement Plan, also dubbed the “Elevate ’28 Infrastructure Investment Plan” in preparation for the upcoming 2028 Olympic Games.

Among engineering fields, Keith sees civil engineering as an opportunity to equitably help people and enhance the safety and livability of communities. He describes engineering work as the continuous pursuit of solving complex problems, and not just working on projects, but shaping reality. Engineering is as vital a field as any, considering the challenges we face today - aging assets, pollution, climate change, rising sea levels, unpredictable storms, sinkholes and other emergencies, amidst rising inflation, inequities, and restrictive rights-of-way. Engineers are challenged to meet the critical need of designing equitable, sustainable, and resilient infrastructure in a forward-thinking and efficient way. And as we engage in meticulous details of designs, drawings, and other deliverables, it's easy to forget the profound impacts of our collective effort, and ability to translate abstract knowledge into tangible, positive change.

On tough days Keith relies on one of his favorite personal mottos: If you are ever feeling down, turn it around and think—who have you helped today? Outside of the office, Keith enjoys traveling and sports, especially basketball, but most of all enjoys spending time with his family and cheering on his children in their athletic activities.
