Southern California is poised to accelerate the transition to lower-carbon concrete at an unprecedented scale. Public agencies have enormous power to shape that market, and yet moving promising technologies into standard practice requires changes in specifications, procurement, testing, policy, and project delivery. Building on findings from the region’s Low-Carbon Concrete RFI, this panel will explore how public-sector leaders can use performance-based standards, pilot projects, strategic partnerships, and coordinated procurement to strengthen supply chains, address implementation barriers, and create lasting market demand. The conversation will focus on what it takes to move lower-carbon concrete from innovation and demonstration into scalable, replicable public infrastructure practice across Southern California.
